Chirac and his intelligence people did not disagree over the existence of WMD, but in the overall threat assessment, which is different. Similarly with the Germans. In fact, the chief of German intelligence was so taken aback by the Kay findings that he, like me, thought that the stockpiles must have been taken to Syria. (The news column I got this off I have not been able to retrieve, unfortunately).
