<I regard Iraq as a special case> Iraq is indeed special in a number of highly significant ways -- but the policy that gave rise to the invasion is my primary concern. If we had not adopted unilateralism as the core principle of our foreign policy we would not be ensnared in this mess in Iraq. We will not make any progress in Iraq without a major change in policy -- and that is the bottom line. Tactical mistakes were made galore, but it is not tactical mistakes that reside at the center of our problems.
