Sure the amount of dollars needed to support yourself on a minimal level varies in different countries. However the official poverty levels probably vary even more. People at the poverty line in the US have more than people at the poverty line in other countries. Not just more cash but more material goods in general. The person at the poverty level in the US has a better lifestyle (in terms of material goods and services which are all we are measuring here) that someone at the poverty level in Bulgaria or China.
