The Administration was cleared of cooking intelligence. Testimony on "pressure" has been mixed. The thing one has to realize is that a lot of intelligence is just the application of judgment under certain premises. For example, if you are looking for contraband that will enter the country disguised as dual- use material, you start out suspicious of anything claiming dual- use. The wider the net you want to cast, the more willing you will be to rely on rumor as an element in threat assessment. In other words, pressure to not miss a trick, which is legitimate, can easily be misconstrued as pressure to reach a certain result......
