The standard in intelligence is not "prosecutorial", that is, one does not have to prove beyond a reasonable doubt. Indeed, it is irresponsible to hold intelligence to the stricter standard. We are trying to defend our interests, not assess penalties in a criminal trial. It can be argued that, in the wake of 9/11, the US intelligence community was loathe to let any apparent threat go uncommented on, but that is about it.

There was no intelligence of any kind that would lead to the conclusion that Iraq constituted a serious threat to the United States -- absolutely none.
