We don't invade countries on some baseless speculation that they might have the intention at some point in the future to work on military programs that might at some unspecified time and place cause some threat to us. Correction: According to you that is precisely what we do and you are proud of it and see no harm in it, so long as some pieces of paper are handed out at a later point in time with names and checkoff boxes so you can pretend there was an "election" and now everybody is "free".
