INDIA declined to dispatch troops in Iraq.

And in retrospect, that has proven to be the right decision. Even the members of the so-called coalition of the willing are beginning to realize that, as one by one, they are quitting the scene. If Blair gets kicked out, the British are likely to quit as well.

Translation : "We don't know what the hell is going on here. So I might as well say something that makes me look as if I know what is going on. If attacks do happen, I will look smart. If they don't, I will look like a cautious and deliberate soldier. Either way, I win, even if either way, we get screwed."

Reality check: The insurgents don't care one way or the other about when they carry out their attacks. It is not as if their hands are tied after the Jan 30 elections are conducted, and a few faceless puppets are put on the stage. If they don't have opportunity to launch their attack/s before the elections, they will do so after the elections.
