That is why they would not back the US acting unilaterally. There was no threat. But there were serious problems with Saddam's accounting for WMD as he was required to do under the UN agreement that stopped the first gulf war -- that was where the foreign intelligence services could have been extremely helpful in providing the foundation for legitimate UN action. We instead chose illegitimate US action -- and going down that road has made all the different difference -- a tragic difference for us and for the Iraqis.
