The story about the Dalit who has nowhere to go does not make sense. In India, people don't go about complaining about injustice when trouble happens. They always manage to find some far off relative or cousin or neighbor who will help out. Relatives and friends stay on for months for really no big reasons. When trouble happens, the hosts don't mind, everyone understands, although it may cause temporary tensions among the hosts as living spaces are small anyway.

If Ramachandran Kuppuswamy did not get at least five invitations from his fellow Dalit friends to stay over at their place, he truly is an outcast. Most likely, his words have been twisted by an activist.
