Actually none of the measures of Money Supply are contracting. In fact it's very difficult to say for certain that the Money Supply is even growing more slowly.
If you have a different chart I'd like to see it.

I see a Fed claiming that they are raising interest rates - yet we see very little indication that the growth in the money supply is slowing.

Unless the Money Supply grows more slowly or contracts, the Fed may claim to be raising rates but nothing significant will happen. Interest rates are set by supply and demand, and there's little the Fed can do to change that.
