If the right steps were taken after the first "oil shocks", we could easily have achieved that figure, or even higher.
The wrong road was taken, the stubborn "driver" refused to turn around, and here we are today, dependent on foreign oil like a newborn babe on their mothers teat.
In any case, it is nothing to be proud of, and is in fact a shameful position for the "worlds greatest power" to be in.
