Since the MILITIA was drawn up from the PEOPLE they wanted THE PEOPLE to keep and bear arms.

How far would you be willing to take that? Logically, you would have to believe that the people should be able to possess any and all weapons necessary to wage modern war.

Did the framers of the Constitution think that the people should be able to possess their own cannons, or their own warships?

They said it PLAIN AND CLEAR. Since the MILITIA was drawn up from the PEOPLE they wanted THE PEOPLE to keep and bear arms.

But the we no longer have militias drawn from the people using the people's guns. The government hires full and part time militiamen and assigns them weapons purchased with tax money. If the militia is not longer the sum of the civilian populace and their personal weapons, the bearing of arms for that purpose is moot.
