Actually employers pay it all in a sense. It all originates from the company but half is sent in by the company and the other half by the employee. That portion is still paid out to the employee for that purpose. It is a political move...since it is mandatory, what is the difference?

While they pay half you can bet that before any salary offer is given, that half they pay is deducted from any and all salary offers.
