Most of Saddam's killings by far were done while he was at least tolerated (if not encouraged in the case of the Iranian killings) by Bush I and Reagan. I don't think anybody disputes this

Well, naturally, when the US finally moved to put a stop to Saddam's aggressive wars, the number of his war dead dropped. The killing of Iraqis continued, however; cf. the Wikpedia article I just posted.
