Partnership applies to build LNG terminal

Gulf Coast LNG Partners LP said Monday it has submitted an application to the Federal Energy Regulatory Commission to build a a liquefied natural gas receiving terminal at The Port of Port Lavaca - Point Comfort, between Freeport and Corpus Christi.

The project is being developed by Calhoun LNG LP, a subsidiary of Gulf Coast LNG Partners.

It will be competing with several other LNG terminal projects in various stages in the application and development process on the Texas Gulf Coast, including one at Corpus Christi expected to begin construction later this year and one at Freeport already under construction.

The proposed terminal would include two 160,000 cubic meter storage tanks as well as 1 billion cubic feet per day of natural gas vaporization and natural gas liquid separation capacity.

The marine terminal will be constructed to accommodate LNG tankers of 75,000 to 220,000 cubic meters capacity.

The associated pipeline system for the project will be owned and operated by Point Comfort Pipeline Co. LP and will consist of 12 miles of pipeline connecting to the local industrial markets and to the major pipelines in the region.

The Calhoun County Navigation District passed an inducement resolution in 2004 to issue tax-exempt industrial revenue bonds to fund the construction of the terminal.

The company said it has been working on the project with the Port for about two years now.

"The Port believes the Calhoun LNG development will greatly enhance the local industrial community's long-term viability and increase the Port's capability to deliver world class waterway access to the region we serve," said Robert H. Van Borssum, director of the Port of Port Lavaca.

Gulf Coast LNG Partners LP is a Houston-based partnership with Haddington Energy Partners II LP, a private equity fund managed by Haddington Ventures LLC.

Gulf Coast LNG Partners has entered a memorandum of understanding with Tractebel for the engineering, procurement and construction of the proposed Calhoun liquefied natural gas terminal at Post Lavaca. In addition, Gulf Coast LNG Partners said that in the fourth quarter it was also able to secure the remaining funding needed to complete efforts to reach project financing.
