I think the term "militia" describes something informal, which can be formed ad hoc in times of necessity.

I believe that is codified somewhere in the US Code, as a matter of fact. IIRC, it defines "the militia" as males of a certain age group, who can be called to arms in the event of a national emergency.

I'm much too lazy at the moment to look it up...

I've read where one of the US strengths in WWI and WWII was that we had people going into the armed forces that already knew how to shoot.

When President Eisenhower started building the Interstate Highway System, one mile in every 8 had to be straight with no overpasses. That made for lots of small landing/takeoff strips for fighter planes.
