Yes, Dianne Feinstein WAS mayor before Willie Brown. But between them there was Art Agnos. I believe he was the mayor when the homeless problem started to get out of control--there was an actual Camp Agnos outside of his office in the U.N. Plaza where a lot of them lived.

I don't know the answer to the homeless problem--I think it probably will need more federal help, because it is really beyond the resources of most of the municipalities that are really popular homeless stomping grounds to resolve. And a lot of them are homeless vets, which is very sad.

I do know that in the last years we lived in SF, the problem progressively got worse until the city was dirtier and dirtier, and there were more and more very intimidating experiences with homeless people. It really, really hurt San Francisco as a tourist destination, and of course that was its main industry.
