Well sure, but bullies also like to have strength. We know of a number of WMD programs that were found out after Gulf War I; some the inspectors found, others were disclosed by defectors like Hussein Kamel. Naturally, everybody's working assumption was that there were more programs that hadn't been found - plans for just in time CW manufacture, etc. And we still don't know what was trucked to Syria.

Unless Saddam lives another 20 years and gets some sort of religious flash while sitting in prison, we will never really know.


We may know sooner than that, if Assad is overthrown or changes his policy in Syria. Once everybody knows for 100% sure that there is no chance of pursuit by a Baath assassin, more scientists may talk.
