Within 2 years of that 8-year term, the House was taken over by the Republicans (in 1994). Once that happened, there was no hope for healthcare nor could the Democratic administration in the WH could do anything about it. By 2000, the number of uninsured had climbed by a few more million and I remember seeing Pres. Clinton mention that in a sort of a "I told you so" speech re: healthcare.
