PLEASE ANSWER (IF YOU DARE): Negative --- that is NOT what the treaty requires. (Else, ANY leader, Dictator or King, Fascist or Communist, Mullah or what-have-you could legally assert the EXACT SAME RIGHT under international law to put people away in prisons for life... merely on the 'word' of the leader.) Don't tell me you would APPROVE of the Communist leaders of China locking up peaceful democracy demonstrators for life... just on the say-so of their leader, and with NO TRIAL AT ALL! Well, would you?
