The definition of voluntary exchange means just that, it's voluntary. If both parties aren't better off after the exchange than before, then they don't engage. Still, you need the basic building blocks for a free market, like the rule of law and protection for private property. Many African countries fail to provide these two necessary ingredients. An imposition of some foreign government's idea of what is "standard of human decency" imposed from the outside will not create those conditions within, they have to be demanded by the people themselves in the governments they choose.
