The real equation is more complicated. The four provinces that are rated unsecure are heavily populated.

Even more troubling is the increase in foreign troop incursions. Iraq has common borders with Saudi Arabia, Syria, Jordan, Turkey, Georgia, Iran and Kuwait. We are now killing and capturing fighters from all of those countries except perhaps Turkey. Defeating the insurgency will require that they all be halted.

BTW those foreign fighters are crossing borders in provinces that are rated secure.
