It is very possible that Bush wants to destroy SS. I don't know what his real motivations are.

However, from what I've seen of his plan, which includes privatization and the ability to invest those funds in the stock market, that does not mean destroying SS. Instead, it means strengthening it.

A system that tags your contributions to our benefits is stronger than a pay as you go system. Then on top of that a system that allows you to take more risk when you are younger, gives you a better return over the long term, which makes it a stronger system than the one we have now, which is a one size fits all investment program in T-Bills.
