I was under the impression that new votes were added to the recount process as well.

By definition it would seem a recount would only be allowed to count votes that had already been counted.

I thought new votes we added....is that not the case?

They added votes that were not counted the first time. They found 3 different batch's of votes that were added and they interpreted intention on votes that were kicked out originally. That is NOT recounting that is creating votes.

But of course you know that already as that was their intent all along.
