I would support adjusting the withholding tax to eliminate the large ( and totally wasted ) surpluses.

I think the indexing change makes sense as does raising the retirement age. I'd like to see the withholding rate reduced along with an increase in the size of IRAs so people could save more for retirement. I'd like to see this option and various other ones analyzed and costed out rather than just selling us the administration's plan. Those changes are simple tinkering but could be enough, at least in the long haul.
