They can't search house to house for guns for the same reason they can't search house to house for drugs or anything else. They need search warrants, issued on probable cause.

BTW, you'll notice that NY and Washington and maybe SF get to make guns illegal despite the second amendment.

Just as McCain Finegold got passed and even passed court scrutiny despite the 1st amendment.
