They should be aware of any unusual changes in the finances of all their officers. Someone living beyond their means or running up debts could be a security risk.

Surely the FBI now makes routine checks on their agents and their financial health, especially after at least one of their own was convicted of spying and was living way beyond his visible sources of income? If they're not doing so then they've learned nothing from that case.
