JF, I have always been of the opinion that Bush should cut the deficit first before reforming Social Security. That is where he should have spent his "political capital," but of course, that might be taken by his political opponents as an admission of guilt, since spending grew by leaps and bounds under Bush's watch.

So instead, Bush sticks to his message of "have your cake and eat it too." Not aggressive enough, IMO, and smacks of "legacy-building," which I guess every 2nd term president wants to do.

I'll be very surprised if interest rates don't rise substantially, if not suddenly, over the next four years. Those who recently bought expensive houses with cheap adjustable-rate mortgages will be the first ones left holding the bag.
