Simply not true -- France commissioned their own NIE and found no convincing evidence although the French Government did not rule out the possibility there might be weapons and many leaders assumed there must still be something because the accounting had really been inadequate. As for Putin, he had at times simply stated that he doubted that Iraq had any WMD worth mentioning. Putin later modified his position -- perhaps he felt sorry for Bush for looking like such an idiot for invading Iraq on such a completely baseless foundation as the WMD threat. Perhaps if Bush had read his own NIE he might have known how weak the case really was.
