And we had the pond. In the Cold War we also had SEATO- -the Southeast Asian Treaty Organization. The original members were Australia, France, the United Kingdom, New Zealand, Pakistan, the Philippines, Thailand, and the United States. The treaty obligated its members to provide defense and economic cooperation in Southeast Asia and the South Pacific area. Suppose N. Vietnam attacked Thailand. Would the fact that N. Vietnam presented no military threat to the US negate our treaty obligation to Thailand?
