Maybe he signed up for the national guard to avoid service in Vietnam and than later changed his mind. Maybe he volunteered thinking he wouldn't actually be picked (but I don't think Bush was concerned about his future political viability at that time). Maybe he didn't mind being sent to Vietnam if he was flying in a particular type of unit or situation that would put him in less danger and while he couldn't select the active duty unit he would be sent to he could try to select the NG unit. Maybe something I can't think of in the two minutes of thinking that I gave to your question...

At the time, he was an active alcoholic. If, in fact, he did experience a bout of machismo, it was due to the boost from an alcoholic haze.
