Who pays for enforcement of all our other constitutional rights? The jurisdictions or sub-jurisdictions that scrwed up; over and over again until they get it right. And if they keep scrwing up, the electorate might need to vote in somebody else. You don't think democratic elections where every valid vote counts and every invalid vote is invalidated are a constitutional right? Ballot box stuffing is every bit as loathsome as depriving one of his/her right to vote. The result is the same.
