Maybe they are destroying their fields anyway over-pumping them to get the dregs. Read somewhere that they pump fresh water in the wells to squeeze everything they can get and maybe now they are realizing they are screwing up future production and using too much water?

As i understand it it is the crude no one really wants any way, it is the lowest grade crude. The most hard and expensive to refine.
it is as the other poster said, the dregs.
