No, I don't think so. I think that is done by the people in banks. A couple of months ago, they did a large scale clean up bad/non-performing car loans. A lot of people have money saved in banks, but default or not pay their car loans. So I won't be surprised that there are people using false names and ID card. Chinese banks have to be real careful to increase the consumer debt, otherwise, it will result a lot of bad debt.
