The failure to assimilate (that's not a good word, BTW, as it implies a high degree of dilution of their cultural identity, rather than just becoming another subset among Europe's varied cultural identities) seems, to me, to imply that European society may not be as tolerant and accepting as you think them to be (or they like to think themselves to be). Just idle speculation, of course. As for the head scarf thing, I personally thought that policy decision absurd and dangerous (not to mention supporting my speculative assertion above).
