Correct me if I am wrong : administrations & policies change with Presidential terms. Not with the individual voted to be the President.

If the President brings in a fresh crew in his second term, policies may change in some departments. And the President, himself, may revisit his priorities in a second term. But none of that is relevant to the labeling. There's simply not a reliable or sufficient distinction between terms to make that change the basis for labeling them separate "administrations."

Even within a federal department headed by someone called an "administrator" the term "previous administration" refers not to the previous administrator and company but to the previous President and company. I know this for a fact.

That would be GWB. One tends to forget that somewehere in the middle, voters were involved.

I understand your logic and it makes sense, but that's just not the way it's done.
