Into the space sector. When they assembled the space shuttles, Lockheed petitioned the government to be allowed to build one for themselves. The request was denied.

Private enterprise is starting to be allowed into the manned space sector. Governments are not good at pushing frontiers. Government is good at pure research, and at building infrastructure. Demand for infrastructure will be generated by research. It takes exploration.
