Lies, damned lies, and statistics. The statement is nonsense.

The guy is an expert at one thing: Misleading other people, particularly those who are unable to think for themselves.

Forget Moore, there is no sane context for this statement. I read the article linked by Tim and this claim is stated just this way. It does not say 30-40% of premes. It listed 1.6% as being premes with some of those having only a 50% chance. If 100% of them die that is still only 1.6% of infants dead. What a stupid statement.
