And "disappointment" is certainly an understatement regarding Carter.

He was by any account the single least effective president in the last half of the 20th century. The press has done its level best to rehabilitate him personally but any fair account of his presidency has to include "disappointment".

The Carter speech you refer to was the one in which his prescription for the energy crisis was to put on a sweater.

Oil prices today are less after adjustment for inflation than they were those 25-odd years ago.
