I hope you won't think I am "piling on" but it seems to me that the burden is on you to explain why you are singling Bush out as excluding non-religious. If I understand you correctly, you attribute this impression to the fact that he never said he included non-religious, despite the fact that he never said that he excluded non-religious. I think this is a logical fallacy they call the "excluded middle." Or maybe it's "non-contradiction." I probably need more coffee, the dog woke me up way too early.
