Russ, I'm guessing that they are worried that H5N1 infected uncooked chickens or ducks shipped to Tsunami hit relief camps could create a disaster. Although human to human transmission last season required close contact, relief camps and crowded conditions could start epidemics.

I put up some commentary on pandemics then and now. O think the situation in the Philippines is troubling
