I am hoping that it is mainly a question of deciding to shut down the logistical spigot. Remember The Untouchables:"Everyone knows where Capone keeps the stuff, it is a question of who is willing to cross him."? It is like I said the other day, they know a lot about the Mafia, it is a matter of what can be used in court. If they were to take direct action, they could put the Mafia out of business in a year. Maybe the situation in the Territories lends itself to ruthless suppression........

But they won't. It's their only positive, or perhaps I should better say, "active" decision, not to alter the inherited policy, which is negotiations with terrorism. It doesn't matter how badly it works, they can't change it.
