Again, the issue is not one of superior firepower, but of ability to administer credibly. Plenty of countries could be overwhelmed by force from states with predatory intentions, but are buttressed by defensive alliances. In other words, ability to prevail against all comers is not an attribute of sovereignty, but the ability to control territory in most circumstances is. I am talking about what makes a claim to sovereignty supportable. If the government is hypothetical, and can find no sponsor, there is a void that will eventually be filled.........
