As long as there is no hope of progress vis á vis the West Bank settlements(behind the scenes, if necessary) and the creation of a viable Palestinian state then there is no incentive to stop the terrorism. More important, Sharon's latest move only serves to compromise the Palestinian leadership in that any move to suppress the terrorists without concrete concessions will be seen as traitorous. This would be deadly for any Palestinian government.

A solution could lie in back door negotiations where partial agreements could be hammered out. Sharon seems to have closed that door too.

Some would say that Sharon's action is simply an extension of Israeli policy to create a greater Israel and use the wall and the settlements(supported by every Israeli government since 1967) as proof(the Gaza proposal not withstanding).
