I'll believe it when I see it. As far as I am concerned, the neocons' PNAC agenda isn't anywhere near completed yet and that means Syria, Iran and possibly Saudi Arabia still need enforced "democratization" and regime change.

Anyway, Powell is a has-been. He can say what he likes and promise what he wishes, W & Co don't take any notice of him. Let's wait and hear what his successor, Miss Amerika, AKA Condolezza Rice, has to say on the subject.
