I would only allow target-date funds or T-Bills.

So, you cap the risk by largely investing back in the instruments of record, and then add management fees...plus, you have to borrow massively to do it. Why am I not excited?

Wow, that says it all! T-bills! An IOU from the Gov! Funded by future NON SS taxes! Who would of thunk of dat? Why are you pushing for SS reform???
