The PIA formula says this most clearly:

90 percent of the first $606 of AIME, plus
32 percent of AIME over $606 through $3,653, plus
15 percent of AIME above $3,653.

Per D. Ray, AIME itself is has a cap. Don't know the details.

At any rate, SS is largely a governmental means of providing basic living in a very progressive manner as shown above.

Now, IF the 0.9 x 606 is getting such a poor yield compared to other investment options, then I agree we should look at fixing things. But given the next bracket at 0.32 and the fact that most fulltime workers fall in this category, the SS TAX from this bracket is clearly shifted in payout to the first bracket. The 15% bracket could clearly get a better return elsewhere, but again, the SS Tax coming in from these guys is paying for the two lower brackets.

I would like to see some data showing how much money comes in from the brackets vs out flows to them. In this sense, SS is largely a socialistic type system of redistributing wealth. Lots of people have problems with that.

But I wish you (and Bush & Co) would clearly state that your problem with SS is precisely that it is a social redistribution of income. This is really what you are trying to fix. That is a MUCH different problem than an accounting scam strawman, which is what everyone uses as a pretext. Honesty is a good thing.
