Yes one must act when one knows that an attack is coming or even if a country is capable of an attack and has designs on one. One needs intelligence to know that.

Bush said no WMD were found. That the intelligence was bad. That we need to find out what went wrong.

So in other words we attacked a country that had neither the capability to attack us or the means.
