You just finished harping about why would a surgeon leave America or quit their practice! Well I just gave you a few reasons why they would and they do! No kidding you need tort reform. That was not the question now was it? It wasn't the question but it is one of the biggest answers to the question. The tort laws can hit doctors hard, particularly if they live in a state that doesn't provide them any special legal protection or limits on torts and if they are in certain specialties (for example Ob Gyn) that can face very expensive lawsuits.
