No. As I've said, the so-called "transition costs" are not costs at all, but rather only a shifting of government borrowing from IOUs issued to the trust fund to Treasury securities sold to the public.

"We just need to make sure that those in the system get what they are expecting to get."

No one is suggesting otherwise.
